吴作栋是马林百列集选区议员。他在面簿MParader（马林百列人）上说：“环境及水源部长（维文医生）已接受我的建议，让马林百列区率先试行他的点子，招募义工来帮忙取缔垃圾虫。”
据了解，维文前天与吴作栋会面时，决定采纳对方的建议。在马林百列区招募义工的工作目前还未展开。
培训义工与垃圾虫交涉
国家环境局从今年开始，让义务稽查员加入取缔垃圾虫的行列，通过公民力量保持环境清洁。根据环境局上个月底透露，义工人数已从今年7月的60人增加到104人。
吴作栋指出，维文招募义工取缔垃圾虫的建议若从社区开展，将更有效，因为“居住环境清洁与绿化符合居民的个人利益”。他指出，马林百列将开始培训义工，让他们熟悉环境保护规定，以及学习如何与垃圾虫交涉，“让马林百列区干净得一尘不染”。
吴作栋补充说：“这些义工虽有权开罚单，但我认为他们更应去说服与教育垃圾虫，让被抓到的垃圾虫把垃圾捡起来，并提醒他们以后不要再乱丢垃圾。”
他说：“软性与低调地处理，才能达到我们要成为优雅社会的目标。”

Environment Minister has accepted my offer for Marine Parade to pilot his idea of recruiting volunteers to help deal with litterbugs. Marine Parade aims to build a 4G Home (great, gracious, generous, green). His idea of volunteers is more likely to work on a local basis as residents have a vested interest in keeping their living environment clean and green. Volunteers will be trained on rules and techniques of engagement with litterbugs. While they may be empowered to issue summons, my preferred approach is to persuade and educate litterbugs to pick up their litter and not to litter in future. The soft, quiet approach is more in keeping with our goal of being a gracious society. Now, to sign up volunteers, train them and make Marine Parade spotlessly clean - if possible. - gct
